Japan has a similar law, due to the huge numbers of men taking illicit "upskirt" pictures of women and posting them.
Oh and by the way, don't you just love the framing of the first paragraph:

A bill that would require cameraphones to make a sound "audible within a reasonable radius of the phone whenever a photograph is taken with the camera in such phone."
