Getting the system working isn't what's important.
It's being able to enrich loyal Bushies and Bush friendly corps that will be the priority.
It's all perspective. Bush looks at a problem and sees the solution as a way to divert the most tax dollars to that problem into the pockets of crony corps.
A problem to Bush that costs money isn't a problem, it's an ATM machine. What you do is make sure you don't fix the problem so you can keep asking for money to fix the problem.
